Humans Need A Balance of Power
Human nature is not important when it comes to determining the actions of the lowest common denominator. The facts remain that every area with a sufficient population will have a criminal element, and that criminal element will prey on the weak, because they are weak. If everyone is armed, if all citizens have a balance of power, then you dissuade the strong from attacking the weak outright.
